You need to have the Admin rights to approve requests.
Go to Team > Approvals
And just click Approve.
Note: The user should have enough learning budget to cover the amount of the request in order for you to approve their request. If in case the request's price exceeded their budget, you only have the option to decline the request as per the sample image below:
